This listing features one quart of UreChem QuadFlex Adhesion promoting primer & flexing agent. This primer acts as a “tie coat” providing greatly enhanced adhesion to plastics commonly found in the automotive industry. For adhesion to plastics spray one medium wet coat over the surface and allow to flash 30 minutes before applying primer. The product is suppled ready to spray and should not be activated or reduced for use.
This product can also be added to UreChem primers, sealers, and basecoat color to improve flexibility for use over flexible substrates. For enhanced flexibility use up to 20% by volume in ready to spray primers and basecoat for enhanced flexibility on highly flexing substrates. This product is not needed for flex improvement over normal metal and rigid plastic. It is also not needed or recommended for use in UreChem topcoat clears.

In other words, our understanding from the rule is that if you are paying a painter to paint your vehicle then have to use LOW VOC coatings but if you are not paying someone to paint your vehicle then you can use the standard non-LOW VOC materials.
